Si , gracias por responder! No encontraba el problema de software aún instalado todo de cero para evitar todo conflicto.
Al tener lan ethernet e2500 killer 1gb ,los drivers no son muy amigables con Windows 11.
La solución que encontré para este problema fue este en especial el paso 3:

1/ Uninstall Killer Control Center. reboot then install >>Killer Network Driver (driver only)<< and >>Killer Wi-Fi Driver (driver only)<<. => Result?
2/ If problem remains, do a clear CMOS then load default values:
- Power off PSU, unplug the power cord and wait that all mobo's leds light off.
(- Restart the router.)
- Keep the "Clear CMOS" button on the back panel pressed during at least 20s.
- Plug the power cord and power on.
- You would see a message. Choose to enter in bios setup.
Press <F6>, confirm, set "SETTINGS \ Advanced \ Windows OS Configuration \ Windows 10 WHQL Support" = "Enabled" (change only that in bios for the moment), press <F10>, confirm.
PC should reboot.
=> Result?
3/ If problem remains, download and run Do not worry: "TCPOptimizer.exe" is not an installer but an executable, nothing is installed. At start, current main LAN parameters are shown:

Reset them to Windows defaults: click on "Windows Default" then "Apply".
=> Result?
