Cannot send email from Telefonica account

Many apologies for writing in English.

I cannot send email. I logged in to the email web page, and a message said that my account had been blocked. I changed my password as instructed, but the account is still blocked.

Also, I can only log into web mail using the new password, but my email programs (Outlook, Mailwasher, iOS Mail) can only fetch mail using the old password. Confusing!

I hope you can help; again, apologies for my lack of Spanish.
