Router down - how to get help with foreign phone number

Hello, 

My router is down (red light blinking on the mouse icon), which I have learned means something is off with the connection. Have already checked all wires and reset the router, nothing changes.

I have tried to reach Movistar but it is pretty much impossible to get through with a foreign number. How can I get technical help to solve this?
