Thanks for your enticing words, but I´l have to see to believe it.
To finish this in 4 or 5 months, they would have started to ask for permissions from homeowners to install the connection boxes on the outside of the houses, as this is the first step before they start planning the final deployment layout. That phase usually takes a couple of monts, and I can assure that the owner of the block where I live has not received anything like this yet.
But let´s assume they start right away and the letters are in the mail this month, so they get all the permits back within 2 months, which is the time they give. This places us at end of april.
After that, and according to the permissions they get, they will layout the final planning for the deployment, according to where they have been allowed to lay fibre and mount the outdoor GPONs and "Torpedoes" or not. best case, a month. So we are end of May. Best case, all the time
Then, I don´t believe that Movistar is capable of deploying fibre in an entire town, much less in one like Sant Feliu, with many narrow and steep streets in less than three months. Oops, so add another three months. I also do not think the City Governement will allow them to do any work in July and the first half of September, to avoid disrupting the tourist season. We run into August, which is a month where nothing happens in Spain. So we are (always assuming best case) at end of October.
After that you can start asking to subscribe to optic fiber. Some people wait for a couple of days to get it installed, some wait for several months, depending on many factors.
Also, Movistar has been forced by the regulation authority to open its fiber to other teelcom providers. Since this will reduce their commercial benefit and return on investment, they have reduced their planned development for 2015 by almost 40 %, and my guess is that the most effected will be small and medium towns like Sant Feliu.
And this "beginning of summer" is the exact same thing the guy from Telefonica told me when he came to install my phone and ADSL at home in May last year, so I am afraid it may be more wishful thinking than anything else. I do not see us having fibre anytime soon.

This is the web address Movistar uses to track which customers are interested in fiber. Maybe if you also tell all your friends to fill in the data as well there will see there is enough interest in Sant Feliu de Guíxols for optic fiber, they wake up and really deploy it.
